Orlando Quintanilla is the Chief Operating Officer at Valley Telephone Cooperative, Inc. (VTCI), bringing 18 years of experience in telecommunications and operational leadership. Throughout his career, Orlando has demonstrated a strong commitment to strategic planning, team development, and service excellence. He began his journey at VTCI in customer service and steadily advanced through roles including Billing Administrator, Design Technician, and OSP Design Manager, ultimately earning his current executive position.

As COO, Orlando leads company operations, executes strategic initiatives, and collaborates closely with board members and senior leadership to ensure sustainable growth and member satisfaction. His leadership has been pivotal in managing over 800 projects, including large-scale conversions from copper to fiber, significantly enhancing network infrastructure and connectivity across South Texas.

Orlando is a graduate of San Perlita High School and attended the University of Texas at Brownsville, where he pursued higher education. His expertise spans customer service, financial management, project execution, and executive strategy, complemented by strong soft skills, time management, adaptability, and interpersonal communication.

In 2024, Orlando was elected to the Starr County Industrial Foundation (SCIF) Board, where he plays a key role in driving economic development and community engagement. Residing in Lyford, Texas, he remains dedicated to fostering innovation, collaboration, and operational excellence throughout the region.
